fiveseven,

Wallpapers are one of the areas where notifications are generally not sent out due to the number of uploads, and other reasons.

It is my understanding (I do not work for WinCustomize or Stardock, but have seen many threads with a similar question), that in the past, notifications and explanations were sent to each author. After some unfriendly reactions to rejections, and stress on the moderators based on these responses - the current system is now in place.

1 - Author uploads a piece of art to the Wallpaper library.
2 - The author can go to his/her "My Skins" section of the account > look in the library drop-down list (next to "Display" text) > upload should show up listed as "In Moderation" > if approved, the Wall will be displayed in the Wallpaper library (if not accepted into library, the wall may be posted in the authors personal pages for viewing, but not necessarily) > if Wall is not displayed in either location, then it was "moderated" for a reason known to the people involved in the decision.
3 - In some, but not all, cases - an e-mail may be sent to the author explaining the result of submission.

If you do not get a direct response in the forums, and really want to know the reason, you may want to e-mail one of the Admins or Wizops (just go to their page to get address).

The information I have left should be accurate to date, though I am only apprentice level.
